Some scholarship, recruitment and certificate portals allow only 100 KB per document — often for a caste, income or domicile certificate that is a single page.

One or two pages reach 100 KB comfortably. For more pages, remove what isn't required and scan in greyscale. The tool tries eleven quality and resolution steps and keeps the first one that fits.
If it won't fit
The tool tells you the smallest size it reached. Split the document into separate files, or photograph a single page at a lower resolution and use “Images to PDF”.
